Malta Red Cross invites quotations for the supply of a professional enterprise thermal drone system under the Voluntary Organisations Project Scheme (VOPS).

Scope of Supply
The successful bidder shall supply one complete enterprise thermal drone system suitable for search and rescue, operational monitoring, inspection, and emergency response activities.
The quotation must include all equipment, accessories, batteries, add-ons, and components required for immediate operation.
Partial quotations will not be considered.
The equipment supplied must be new, unused, and covered by a manufacturer warranty.
Minimum Technical Specifications
Aircraft Requirements
The drone system must:
- Be a compact enterprise drone platform
- Have integrated thermal imaging capability
- Be suitable for professional operational, inspection, emergency response, and search and rescue use
- Include integrated positioning and navigation systems
- Include omnidirectional obstacle sensing and avoidance systems
- Support automated flight missions and waypoint operations
- Support night operations and low-light environments
- Provide extended operational flight endurance
- Include an enterprise-grade remote controller with integrated display
- Support real-time situational awareness and operational monitoring
Thermal Imaging Requirements
The drone system must include an integrated thermal imaging camera with:
- Radiometric thermal imaging capability
- Thermal temperature measurement functionality
- Thermal spot and area analysis capability
- Multiple thermal colour palettes
- Digital zoom capability
- High-resolution thermal imaging suitable for search and rescue and operational monitoring activities
Visual Camera Requirements
The drone system must include:
- Wide-angle visual camera
- Zoom or tele camera capability
- High-resolution image capture
- High-definition video recording capability
- Low-light operational capability
- Enhanced night scene imaging functionality
Additional Features
The drone system should support:
- AI-assisted object recognition or tracking functionality
- Smart inspection, patrol, or operational mission capability
- Enterprise operational software compatibility
- Real-time operational monitoring and situational awareness functionality
Accessories and Add-ons Included
The quotation must include the following:
- One (1) enterprise thermal drone system
- Five (5) intelligent flight batteries
- One (1) battery charging hub or charging system
- One (1) enterprise remote controller with integrated display
- One (1) carrying or transport case
- Spare propellers
- One (1) Lexar® Professional SILVER PLUS microSDXC™ UHS-I Card 256GB or equivalent storage media
- One (1) remote battery replacement add-on
- One (1) spotlight add-on
- One (1) speaker add-on
- All required charging cables, power adapters, mounting hardware, and operational accessories necessary for immediate deployment and operation
Warranty and Support
The bidder must provide:
- Minimum 12-month manufacturer warranty
- Local or European Union-based technical support
- User manuals and operational documentation
Financial Submission Requirements
Bidders must:
- Submit prices excluding and including VAT
- Clearly indicate delivery timelines
- Include warranty information
- Include technical datasheets and specifications
- Include company registration details and VAT number
Evaluation
Quotations will be evaluated on the basis of compliance with the required specifications, technical suitability, operational capability, warranty support, delivery timelines, and overall financial value.
The contracting authority reserves the right to request clarifications and supporting technical documentation where necessary.
Equivalent or superior enterprise thermal drone systems meeting the minimum operational requirements may also be considered.
